Envision Unlimited: Advancing Unified Care Across IDD and Behavioral Health

As human services organizations continue to grow in service to the communities relying on them, fragmented systems can create barriers to care delivery, reporting and financial performance. For Envision Unlimited, a Chicago-based provider serving individuals with intellectual and developmental disabilities and mental health needs, modernization meant finding a scalable platform that could support the full organization rather than isolated programs. 

In the recent webinar Unified Systems, Stronger Outcomes: Modernizing IDD and Behavioral Health, leaders from Envision Unlimited shared how their partnership with Netsmart is helping the organization streamline workflows, improve visibility and build a stronger foundation for future growth. 

The challenge 

Envision Unlimited needed a technology platform that could support both IDD and mental health services in one platform. According to Kristen Salkas, Director of Innovation at Envision Unlimited, the organization’s previous system was not built to support the complexity of both service areas or the administrative demands tied to them. 

“We were really looking for a platform that we could scale in order to support our entire organization across the board,” Salkas said. 

That need became more pressing as Envision Unlimited expanded its mental health division and grant-funded programs. The organization also faced operational and financial inefficiencies, including limited visibility into remittances, denials and write-offs. Natalie Blider, Director of Revenue Cycle Management at Envision Unlimited, also pointed to the burden of manual Medicaid registration processes.  

“In Illinois, Medicaid requires that we register each client prior to services, and we're doing a lot of that manually,” Blider noted. “It's taking a lot of time.” 

Why Netsmart 

Envision Unlimited undertook a formal RFP process to assess its gaps and identify a long-term partner. That evaluation led the organization to Netsmart. 

Salkas said one of the deciding factors was the ability of Netsmart to support both mental health and IDD in a meaningful way. “There really are so few vendors that do both mental health and IDD well,” she said, adding the IDD functionality with Netsmart solutions was especially well suited for community-based programs. 

“The Netsmart functionality is purposefully built. We were really happy to see that,” Salkas said. “Netsmart really shines in their IDD workflows.” 

That fit was particularly important in Illinois, where billing and documentation requirements add another layer of complexity. A major benefit of the partnership with Netsmart involves the creation of workflows to support Illinois ROCS. This was an investment not just in the future of Envision Unlimited, but also a catalyst for advancements across all IDD providers throughout the state. 

Envision Unlimited needed a system that could help staff manage services more effectively and support billable activity within state constraints. 

The partnership approach 

For Envision Unlimited, the value of the relationship has extended beyond the technology itself. Salkas described the rollout as a true partnership, noting the willingness of Netsmart to adapt throughout implementation as new requirements emerged. 

“It’s truly a partnership,” she said. “We see how [our Netsmart] relationship will support future growth as we change. We know that Netsmart will be flexible, adaptable and change with us.” 

That collaboration was important in addressing Illinois-specific integration needs and in helping Envision Unlimited configure the system around its programs and workflows. The organization also prioritized a model that would support long-term independence, including the ability to build internal expertise and manage system changes more effectively over time. 

The impact and why it matters

Envision Unlimited leaders emphasized that the expected value of a unified platform goes beyond system consolidation. The organization is focused on reducing administrative burden, improving reporting and giving staff more time to focus on client care. 

Blider said streamlining documentation and administrative tasks will give clinicians “more time and flexibility to focus on what matters most.” 

Salkas also underscored the importance of using better data to support organizational decision-making. “We want to turn data into action,” she said. 

The experience of Envision Unlimited reflects a broader shift taking place across human services. As organizations deliver care across multiple programs and funding structures, unified technology platforms are becoming increasingly important to operational efficiency, financial sustainability and whole-person care. 

The partnership between Envision Unlimited and Netsmart illustrates how a purpose-built platform, combined with a collaborative implementation approach, can help organizations strengthen workflows, support growth and improve outcomes across IDD and behavioral health services.
