Transforming Child and Family Services with Innovation: How One Platform is Making a Big Difference

Our recent Transforming Children and Family Services webinar highlighted exciting advancements for organizations providing foster care services: the Foster Care Portal, developed through a partnership between Netsmart, the Bair Foundation and the Child and Family Services Advisory Council. This essential and intuitive portal addresses many of the persistent challenges faced by foster families and case managers, streamlining workflows, reducing administrative burdens and increasing engagement.

1. Alleviating Administrative Burdens for Foster Families

Foster parents carry a tremendous responsibility, not only providing for children but also handling a considerable amount of paperwork and communication with case managers on behalf of the children in their care. Trisch Edmonds, MSW, LSW, Director of Social Service Informatics, at the Bair Foundation spoke about the impact of administrative tasks on families, particularly the paperwork needed for medical appointments, progress reports and licensing.I predict that our agency will be able to license families quicker now because we're able to give those that foster parent that documentation almost immediately and have them working on it,” Edmonds said.

The Foster Care Portal was designed to make tasks like documentation simpler and faster. By giving foster parents access to the platform via mobile devices, they can now upload documents, complete forms and communicate with case managers from anywhere—whether at home or in a waiting room at the doctor’s office. This means no more time spent fussing with packets of complicated paperwork. As a result, time-consuming travel and manual paperwork submissions have been reduced, freeing up more time for foster parents.

2. Simplifying Communication Between Families and Case Managers

One of the biggest hurdles foster families face is communication with case managers. Traditionally, phone calls and emails have been the primary methods, but these aren’t always convenient. The Foster Care Portal includes a secure messaging system that allows foster parents to communicate directly with their case managers, eliminating the need for cumbersome phone calls. This is not only more efficient but also ensures that sensitive information is shared securely.

Edmonds emphasized how this feature streamlines communication and saves time for case managers, reducing their travel and administrative workload. With our foster parents being able to log in to the foster care portal and doing their paperwork themselves, it's going to ease the burden for both your recruiters who are licensing foster parents as well as your case managers,” Edmonds said.

The portal’s real-time updates also allow foster parents to receive important reminders and tasks, helping them stay on top of documentation deadlines.

 

3. Streamlining Licensing and Compliance Processes

The portal has also simplified the process for foster parent licensing and compliance. Traditionally, foster parents had to manually fill out repetitive forms and deliver them to case managers, leading to delays and potential errors. With the Foster Care Portal, forms are pre-populated and easily accessible, drastically cutting down the time needed for documentation.

As Edmonds explained, the portal makes it possible for families to handle licensing requirements faster, which means quicker approvals and ultimately, faster placement of children in homes. Case managers no longer need to chase down paperwork, and everything—from vaccination records to background checks—can be completed and tracked within the portal.

 

4. Support Your Workforce: Reducing Burnout and Improving Staff Efficiency

The foster care industry, like many human services organizations, faces a workforce shortage and elevated levels of staff burnout. Edmonds mentioned that 78% of providers report burnout, and the shortage of case managers is growing. The Foster Care Portal tackles this issue head-on by automating much of the administrative work that case managers traditionally handled manually. From document tracking to compliance monitoring, the platform helps ease the workload, allowing staff to focus more on high-impact tasks like direct care.
