Insight™ is Netsmart's comprehensive practice management and electronic health record (EHR) software solution designed specifically for the unique needs of local health departments. Insight is an
easy-to-learn, Windows®-based solution that supports a variety of public health programs, including communicable diseases, family & child health services and
case management.
Practice Management
As a unified system with modules that support a wide variety of public health programs, Insight provides an integrated approach to data collection and reporting.
- Patient Registration – The Patient Registration module maintains a single view of the patient that is the foundational demographic record shared by all patient-oriented functions within Insight. This integrated information system eliminates the need for patient searches in various databases and double entry of basic demographic information and financial data. Patient Registration manages a comprehensive set of patient demographic, program admission, financial, insurance and contact information. Contacts may include family members and family relationships, and other associated parties. Patient Registration also manages client alerts, confidential status indicators, consents and disclosures. A flexible Patient Search feature rapidly indentifies existing patients and prevents duplicate records. Utilities are provided for geographic coding, de-duplication and record merging.
- Appointment Scheduling – Insight provides a simple and flexible scheduling system to easily manage and ensure efficient operation of clinic resources. Patients can be scheduled individually or as a group. Appointments can be scheduled by any authorized user for any clinic, provider or location. Individual patients or entire families can be scheduled for any service at any location in a single scheduling session. Easy-to-use management tools are provided to enable staff to quickly reschedule individuals, blocks, clinics or groups as needed. Reporting tools can identify appointment patterns and track clinic usage. Each clinic can maintain a separate schedule with varying time periods. Users can customize the schedules to allow for standard and overscheduled time periods.
- Patient Encounter Processing – All service-related data in Insight revolves around a common Patient Encounter form, used to create billing and statistical information for patient-related services. Encounter entry is available within all clinical modules. Configurable "templates" and "Quick-Adds" make entry of procedures and diagnoses fast and easy. Encounters link to the patient's financial eligibility record to assign the correct funding source for billing. Services can be "bundled," or linked to lab tests
or supplies.
- Patient Accounts – All service-related data in Insight revolves around a common Patient Encounter form, used to create billing and statistical information for patient-related services. Encounter entry is available within all clinical modules. Configurable "templates" and "Quick-Adds" make entry of procedures and diagnoses fast and easy. Encounters link to the patient's financial eligibility record to assign the correct funding source for billing. Services can be "bundled," or linked to lab tests or supplies.
- Supplies Inventory – Materials receipt, inventory transactions and an automated interface to the Encounter module provide a complete supplies management solution. Inventory can be organized, managed and tracked and re-order triggers generated automatically. Components can be grouped into kits for distribution. Procedures may be entered into Patient Encounters that decrement inventory automatically as supplies are used. Non-patient supplies can also be tracked. Supplies Inventory provides a convenient way to track Strategic National Supplies.
- Time and Effort – Time and Effort tracks non-client-related daily staff time and/or expenses. Time and Effort can capture time spent on meetings, travel, paperwork, administrative functions, case management, in-service training, seminars, etc. Records can include mileage and expenses, as well as time. This information can be used for tracking and to generate Time and Effort reports.
- Chart Tracking – For health departments using paper charts, Chart Tracking tracks the location of a patient's paper chart within the health department. Appointment Scheduling can automatically generate a Chart Pull List. Medical Records staff records charts that are pulled and routed to the clinic. Charts are checked in individually or as a batch when they are returned from the clinic. A complete audit trail of who had access to the chart and where it currently resides is maintained. Charts that are not returned are reported. This tracking capability is important to audit compliance with the HIPAA Privacy Rule. Insight also provides an automatic chart numbering option. An alternative is a manual index of chart numbers for cases where an agency maintains charts for the same patient in different locations under different chart numbers, or where, in a single location, the chart number is different from the patient ID number.
Electronic Health Record (EHR)
EHRs offer numerous benefits to local health departments, including helping enhance quality of care, advance patient safety, increase customer satisfaction and reduce costs.
Health departments must also use an ARRA-certified EHR to meet the criteria for Medicaid or Medicare incentive payments for the Meaningful Use of EHR technology. Health departments are eligible for ARRA incentives based on the number of Eligible Professionals (EPs), such as physicians and nurse practitioners, working for their organization, assuming the organization meets criteria for Meaningful Use of a certified EHR and the professionals assign their incentives to the organization. The total benefit for Medicaid Eligible Professionals is $63,750 per EP over a six-year period – a significant financial incentive.
Insight is a Complete Ambulatory ARRA-certified EHR. In conjunction with Netsmart's e-prescribing, consumer Web portal and health information exchange (HIE) interoperability technology, Insight will help local health departments qualify for the significant funding provided for the Meaningful Use of EHRs. Most importantly, Insight software is unique among EHR solutions because it is designed to meet the specific requirements of local health departments.
- Electronic Medical Records – Insight's EHR capabilities integrate encounters, immunizations, lab tests, program-specific information, and other information in the patient's medical record. The Electronic Medical Record provides three
vital components:
Medications – Insight provides a simple way to record and view patient medications in a
single location.
Vital Signs – Vital Signs provides fields for height, weight, temperature, etc. Data entered on each visit populates Growth Charts, which can be reviewed or printed. Percentiles are provided by the National Center for Health Statistics. Growth charts are provided for infants, children and pregnant women.
Notes – EMR Notes are user-configurable and reportable. Health departments can create and use progress notes, SOAP notes, assessments or surveys. EMR Notes are available in all clinical modules to accommodate assessments, notes, clinical documentation and other information that doesn't fit neatly within Insight's out-of-the-box screens and reports. Notes also provide a simple way to capture information for small programs with short time durations, without the need for custom software development.
- Laboratory Results Tracking – Laboratory Results Tracking manages a rich set of data for all labs and STAT labs generated anywhere in Insight. Laboratory data may originate in clinical modules, the Patient Encounter or entered directly in Lab Tracking. Health departments define the lab tests and groups they provide. Abnormal results can automatically trigger Patient Tracking records to create and track follow-up activities. Acceptable result values may be based on gender and/or age.
- Immunization Tracking and Inventory – Insight is a complete solution for Immunization Clinics. It can facilitate the management of all immunizations and associated processes, and also provides local health departments the ability to interact with state immunization registries in batch or real time. Immunization activity is centralized in the Immunization Workbench, which presents the patient's immunization history and recommended vaccines within the entry form for new immunizations. Recommended immunizations are based on the ACIP schedule. Contraindicated or inappropriate vaccines are not presented, and a warning is issued whenever an inappropriate or contraindicated vaccine is entered. Health departments may modify or add new vaccines to the Insight Immunization Schedule to match local requirements. Insight also includes Immunization Inventory, a multi-site inventory system that allows centralized or distributed receipt of vaccines. Inventory is automatically reduced as doses are administered. Manual transactions are provided to transfer vaccines between sites, reduce inventory resulting from waste, and dispose of expired inventory. Expired inventory is color coded for
easy recognition.
- Patient Tracking – Patient Tracking provides tickler lists of patients with specific problems and needs to facilitate follow-up. Problem tracking entries can be entered manually or generated automatically by triggers such as abnormal laboratory values, high-risk conditions (i.e., prenatal high-risk medical problem), or user-defined tracking categories. Users also can generate timed correspondence and follow-up lists. Patient Tracking prints letters to be issued as follow-up for services needed for a problem. Letter formats are user-defined, language-specific and assigned to particular identified
problem types.
